Contract DE113 is a Design and Build Contract (D&B) for development of road infrastructure at Hillview Avenue, Dairy Farm Road and Tuas area. The main scope of work includes the D&B of a 250m twin-cell box vehicular underpass and M&E plant room between Upper Bukit Timah Road and Hillview Avenue, using a combination of top-down and bottom-up construction approach involving deep excavation.

The Contract also encompasses the redevelopment of the existing KTM railway corridor into a scenic walking trail which connects to the proposed underpass. The D&B commuter facilities include pedestrian overhead bridges, bus-stops, covered linkways, walkways, cycling paths and associated E&M works.
